By accessing or using license-plate-owner.com (the “Site”), you agree to be bound by these Terms of Service. If you do not agree, do not use this Site. This service is operated by Lance Casey & Associates, a licensed private investigation firm.

1. DPPA Compliance

All license plate owner lookups performed through this Site are governed by the federal Driver’s Privacy Protection Act (DPPA), 18 U.S.C. §§ 2721–2725. The DPPA restricts access to personal information contained in motor vehicle records. By placing an order, you certify that your request falls under one of the following permissible purposes:

• Use in connection with a civil, criminal, administrative, or arbitral proceeding (Purpose 1)
• Use in connection with matters of motor vehicle or driver safety, theft, emissions, or product alterations (Purpose 2)
• Use by a towing company in connection with an abandoned or impounded vehicle (Purpose 8)
• Use by a licensed private investigator acting within the scope of their license (Purpose 9)

2. Acceptable Use

You agree to use this Site and any information obtained through it only for lawful purposes. You expressly agree that you will NOT use lookup results to:

• Stalk, harass, intimidate, or threaten any individual
• Discriminate against any person on the basis of race, gender, religion, national origin, or any protected class
• Commit fraud, identity theft, or any other criminal act
• Violate any federal, state, or local law or regulation
• Resell, redistribute, or republish any information obtained through this Site

We reserve the right to refuse service to anyone at our sole discretion.

3. User Certification

By submitting a license plate lookup request, you certify under penalty of law that:

• You have a permissible purpose under the DPPA as described above
• The information you provide is accurate and complete
• You are 18 years of age or older
• You are not using the information to harm, stalk, or harass any individual

False certification may expose you to federal criminal penalties under 18 U.S.C. § 2723.

4. State-Specific Laws

In addition to federal DPPA requirements, individual states may impose additional restrictions on the use of motor vehicle records. You are solely responsible for understanding and complying with the laws of your own state. This Site makes no representation that use of lookup results is lawful in every jurisdiction for every purpose.

5. Service Description

For eligible states, we provide a license plate owner lookup report delivered by email within 1–2 business days of order confirmation. Reports may include the registered owner’s name, address, and vehicle details where available. Results depend on data availability and are not guaranteed to be complete in all cases.

6. Refunds and Cancellations

Due to the nature of investigative research, all sales are final once a lookup has been initiated. If we are unable to fulfill your order due to data unavailability, a full refund will be issued. Refund requests must be submitted within 7 days of your order date. Contact us through Lance Casey & Associates for all refund inquiries.

For certain states, lookup requests are fulfilled by or redirected to these independent third-party services. Lance Casey & Associates is not responsible for the accuracy, availability, or practices of any third-party service. Use of third-party services is subject to their own terms and privacy policies.

8. Disclaimer of Warranties

This Site and all information provided through it are offered on an “as is” and “as available” basis without warranties of any kind, either express or implied. We do not warrant that results will be accurate, complete, current, or error-free. Motor vehicle record data is sourced from third-party databases and government records that may contain errors or omissions beyond our control.

9. Limitation of Liability

To the fullest extent permitted by law, Lance Casey & Associates shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or related to your use of this Site or any information obtained through it, even if advised of the possibility of such damages. Our total liability for any claim arising from use of this Site shall not exceed the amount you paid for the specific lookup giving rise to the claim.

10. Governing Law

These Terms of Service are governed by and construed in accordance with the laws of the United States, including the federal Driver’s Privacy Protection Act (DPPA). Any disputes shall be resolved in a court of competent jurisdiction.

11. Changes to These Terms

We reserve the right to update or modify these Terms of Service at any time without prior notice. Your continued use of the Site following any changes constitutes your acceptance of the revised terms. The date of the most recent revision will be noted at the bottom of this page.
